Overview

The Provincial Base Mapping Advisory Committee (PBMAC), formerly known as the Corporate Base Mapping Advisory Committee, is a sounding board for Crown Registry and Geographic Base (CRGB) Branch. The PBMAC will oversee the provincial base mapping mission as delivered and guided by CRGB and provide critical input and feedback on future directions. The PBMAC reports to the Integrated Land Management Bureau (ILMB) Executive.

These revised Terms of Reference for the Provincial Base Mapping Advisory Committee are intended to take the former CBMAC role to the next (higher) level.

Background

The CBMAC was formed in 2001 in response to government's need for greater coordination on provincial base mapping delivery. Since 2001, the CBMAC has, among other things, successfully delivered Standard Operating Procedures for engagement of clients in base mapping projects (e.g. TRIM mapping, air and orthorectified photos), including those projects that have an underlying base mapping component (e.g., vegetation resource inventory).

The ILMB (or "Bureau") has, in part, been given the mandate to address the requirement to integrate and manage spatial data to facilitate the business activities of both government and industry. Its mission is to provide client focused, high quality, integrated Crown land and resource management and information services to British Columbia.

Crown Registry and Geographic Base (CRGB) Branch is an institution for government and the public that resides within the Bureau and provides mission-critical corporate base mapping for the province.1 As such, CRGB' mission is to manage the provincial base mapping as a corporate service for all government ministries / agencies, industry, business, academia and the public, in support of economic development and sustainability through better decisions.

Land and resource information and geography are integral to the operations of government and business. Standardized and accessible geographical reference systems and information, as well as common geospatial referencing tools, are vital to the economy. Yet, the foundational geographic reference information that provides the glue to commonly referenced spatial data is often not integrated into business practices or is unavailable to government, industry and the public. Thus, geographic based information are not easily shareable among business and government, resulting in duplication of effort, inefficiencies, competitive disadvantages, untimely decision taking, difficulties in emergency response, and lost opportunities for the provision and use of better geographic data.

Mandate

The mandate of the Provincial Base Mapping Advisory Committee is:

  • To provide advice on the management of provincial base mapping as a public utility;
  • To provide strategic advice on the coordination, planning, delivery and access to provincial base mapping and related products;
  • To provide advice on the review and resolution of base mapping and related product specifications / technical issues within a provincial/global context;
  • To promote the use of base mapping products into daily use in government and business; and
  • To address any other concerns around base mapping.

In fulfilling its mandate, the PBMAC will also, where necessary:

  • Provide clients a forum to discuss product/service needs.
  • Provide input to business decisions of CRGB Branch.
  • Ensure regional representation and input
  • Ensure provincial policies and standards are being met for base mapping and related products and that the standards reflect operational/client needs.
  • Set up or suggest Technical Working Groups and or Communities of Practice as necessary to address specific issues and recommend solutions.

Scope

The scope of issues dealt with at the PBMAC will be inclusive of base mapping and related products.

PBMAC will not specifically address specifications and standards related to resource inventory or other thematic products and services; however, any components that involve base mapping or related products will be in scope.

Chair

The Chair of the PBMAC will periodically update the Integrated Land Management Bureau Executive and Board of Directors. The chair of the PBMAC shall be:

  • Director, Crown Registry and Geographic Base Branch, ILMB

Membership

The Committee will strive for representation from government, industry and academia through two and three year rotations.

Appendix A outlines the current membership.

Accountability

The Provincial Base Mapping Advisory Committee reports to the ILMB Executive.

To be held at least twice a year or at the call of the Chair.

Governance

Notwithstanding the role of PBMAC, Crown Registry and Geographic Base Branch is accountable to the ADM of Resource Information Management and Species at Risk Coordination Office for the delivery of its mandate, products and services.

The following describes how the Advisory Committee shall function:

  • The Committee Chair will prepare the agenda, with input from members, and will circulate proposed agenda prior to the meeting
  • Advice will be based on input from all members and will be consensus based when possible.
  • Items which generate significant discussion, or which require further analysis, will be tabled for a future meeting. Where appropriate, or outside of the scope of the Committee, the issue will be taken to the appropriate venue
  • Committee work will be documented in the minutes. The minutes will be circulated to the Committee members in a timely manner.
  • The Committee will provide updates, through the Committee Co-Chairs, to the ILMB Executive and elsewhere, as appropriate.
  • An intranet web site will be established were information relevant to PBMAC will be posted for access.
