Deactivation: (see road deactivation)

Deferred area: defined in the Forest Practices Code of British Columbia Act Operational Planning Regulation as an area:

a) specified in a higher level plan where timber harvesting or other forest development activities have been postponed for a period of time, or

b) that the district manager has determined should not be harvested or otherwise developed until a higher level plan for the area is completed.

Deleterious substance: any substance that, if added to water, would degrade or alter the quality of the water so that it becomes damaging to fish or fish habitat, or becomes unsuitable for human consumption or any other purpose for which it is legally licenced (such as irrigation and livestock watering).

Designated energy, mines and petroleum resources official: a person employed in the Ministry of Energy, Mines and Petroleum Resources who is specified by name or title to be a designated energy, mines and petroleum resources official by the minister of that ministry for the purpose of a provision of th e Forest Practices Code of British Columbia Act or the regulations that is set out in the designation.

Designated environment official (DEO): a person employed in the Ministry of Environment, Lands and Parks who is specified by name or title to be a designated environment official by the minister of that ministry for the purpose of a provision of the Forest Practices Code of British Columbia Act or the regulations that is set out in the designation.

Designated forest official: a person employed in the Ministry of Forests who is specified by name or title to be a designated forest official by the minister of that ministry for the purpose of a provision of the Forest Practices Code of British Columbia Act or the regulations that is set out in the designation.

Designated wilderness: (see wilderness area)

Desired future state: a vision statement, especially in a land and resource management plan (LRMP) that illustrates desired future land and resource conditions. It is intended to help those implementing the plan understand the long-term land and resource use goals of the participants in the planning process.

Desired plant community: a plant community that produces the kind, proportion and amount of vegetation necessary for meeting the land use plan requirements or ecological site objectives. The desired plant community must be consistent with the site's capability to produce the desired vegetation through management, land treatment or a combination of the two.

Determination (forest practices code): any act, omission, decision, procedure, levy, order or other determination made under the Forest Practices Code of British Columbia Act, the regulations or the standards by an official or a senior official.

Developed watersheds: watersheds having some degree of development.

Development: this term includes a wide variety of human changes to the landscape. Characteristically it involves physical changes to the land such as drainage or clearing, building of structures or roads, or extraction of natural resources.
